EXHIBIT I <br /> Indian River County an Sector 3 Cultural Resources Survey <br /> Scope of Work <br /> Sector 3 Beach and Dune Restoration Project <br /> Cultural Resources Survey <br /> Introduction : The State Historic Preservation Officer ( SHPO) at the Florida Division of <br /> Historical Resources in Tallahassee has requested a formal Phase I Cultural Resources Survey <br /> be conducted for the proposed Sector 3 Beach and Dune Restoration project area, in accordance <br /> with Chapters 267 and 373 Florida Statutes and Florida ' s Coastal Management Program for <br /> possible impacts to historic properties (archeological or historic sites) listed in or eligible for <br /> listing in the National Register of Historic Places or otherwise of historical, architectural or <br /> archeological value ( see attached SHPO letter) . Since receipt of the SHPO request, the Project <br /> Area has been sufficiently delineated in collaboration with regulatory agencies to now warrant <br /> performance of the requested survey, for which the following describes the services to be <br /> provided by COASTAL TECH via subcontract with FLORIDA ARCHEOLOGICAL <br /> SERVICES , INC . (FAS ) under this Scope of Work : <br /> Task I : Cultural Resources Survey <br /> General : In general, a Phase I Cultural Resources Survey of the Area of Potential Effect (APE) <br /> will be conducted using current SHPO/professional standards and guidelines . The survey will <br /> include a terrestrial phase and non-terrestrial (marine) phase archeological survey of the APE . <br /> Task Ia — Terrestrial Investigations : FAS will conduct the terrestrial portion of the survey <br /> which will include investigation and evaluation of sites within or in close proximity to the APE, <br /> including : <br /> ( 1 ) previously recorded "target" sites as listed in Table 1 below, and <br /> (2) areas of High Archeological Probability adjacent to Selected Portions of the Project Area <br /> that may contain unrecorded archeological sites . <br /> Table 1 - Previou ly Recorded Target Sites <br /> Reference <br /> Site Description Archeological Period Status <br /> 8IR22 Green Cabin Wreck First Spanish Period Not Evaluated by SHPO <br /> 8IR31 John ' s Island Wreck First Spanish Period Not Evaluated by SHPO <br /> 8IR56 Zaremba Site Malabar II Culture Potentially Eligible <br /> 81R438 Cannon Pile Wreck First Spanish Period Not Evaluated by SHPO <br /> 8IR818 Winter Beach Salvage Cam ( 1715 ) Not Evaluated by SHPO <br /> For the previously recorded "target" sites, FAS will research the potential significance at the <br /> Phase I level per SHPO standards, as well as perform the required archeological fieldwork, <br /> consisting of excavation of a number of subsurface shovel tests implemented in accordance with <br /> SHPO ' s letter . <br /> The Selected Portions of the Project Area which may contain unrecorded archeological sites "up <br /> hill " of the proposed beach dunes include six (6) "Construction Access/ Staging Areas" <br /> (Treasure Shores Beach Park, Turtle Trail Beach Access, etc) depicted as black- hatched areas <br /> Page I of 2 <br /> August 20, 2009 <br />
