With the proposed amendment, the streets providing access to the property from C .R. <br /> 507 (Babcock Street), 991h Street and 101St Street, are unpaved, unimproved roads in <br /> Fellsmere Water Control District (FWCD) right-of-way. Through an agreement with <br /> FWCD, the county maintains these roads. Although the county maintains the <br /> unpaved roads, the county does not plan to improve these roads.
