With respect to the Rockridge Sewer project, that project has been delayed due to circumstances <br /> beyond the County' s control. The delay has been associated with the County' s FEMA Hazard <br /> Mitigation Grant Program (HMGP) application. To fully fund the Rockridge Sewer project, the <br /> County had planned to utilize HMGP funds in conjunction with CDBG Disaster Recovery <br /> Initiative program funds. The County, however, has been unsuccessful in obtaining approval <br /> from the Division of Emergency Management (DEM) and FEMA for HMGP funding. In fact, <br /> the County recently received a letter from FEMA rejecting the HMGP funding request because <br /> the county had begun construction of the project prior to FEMA' s authorization for initiation of <br /> construction. The County has since filed an appeal with FEMA. Recently, the County requested <br /> assistance from the CDBG Disaster Recovery Initiative grant management group to reverse the <br /> FEMA-HMGP management team' s denial of funding for the project. <br /> Even though the County has to date been unsuccessful in securing HMGP funding, the County <br /> has progressed with the sewer project. In June 2007, the County issued a "Notice to Proceed" <br /> for construction of the Rockridge vacuum sewer system project. Currently, the project is <br /> approximately 60% complete. <br /> With regard to Phase lI of the Wabasso water line project, that project was included as a new <br /> activity in grant Amendment #2 . Recently, the County awarded a contract to construct the <br /> project, held a preconstruction conference, and issued a "Notice to Proceed" to the contractor to <br /> begin construction. <br /> Enclosed, please find the Amendment 44 package consisting of the following: <br /> DCA Form — "Modification #4 to Grant Agreement" (3 copies all with original <br /> signatures) . <br /> ■ Amended DCA CDBG Program Budget and Scope of Work (3 copies attached to <br /> "Modification 94 to Grant Agreement" form). <br /> Amended DCA CDBG Program Project Work Plans, broken out for each activity per <br /> DCA ' s request (3 copies attached to "Modification #4 to Grant Agreement" form) . <br /> DCA Form — "Request for Amendment (07 .02)" ( 1 copy). <br /> Revised original application pages showing the revised budget line items. <br /> If you have any questions regarding this Amendment, please contact Mr. Fred Fox, the County' s <br /> Grant Administrator, at (904) 810-5183 . <br /> Sincerely, <br /> San a L.
