The <br /> OWNER may rely on said affidavit at face value . The CONTRACTOR does <br /> hereby release , remiss and quit-claim any and all rights he may enjoy perfecting <br /> any lien or any other type of statutory common law or equitable lien against the <br /> job . <br /> SC -17 . 07 Substantial Completion <br /> ' A. Substitute " Final Completion" for "Substantial Completion . " There is no Substantial <br /> Completion for this Work. Therefore , there is no Substantial Completion date , only <br /> Final Completion . <br /> SC -17 . 08 Equal Employment Opportunity <br /> A. The CONTRACTOR shall comply with Executive Order 11246 of September 24 , <br /> 1965 , entitled " Equal Employment Opportunity, " as amended by Executive Order <br /> 11375 of October 13 , 1967 , and as supplemented in Department of Labor <br /> ' regulations (41 CFR Chapter 60 ) . <br /> SC -17 . 09 Compliance With the Copeland "Anti -Kickback" Act <br /> A. The CONTRACTOR shall comply with the Copeland "Anti- Kickback" Act ( 18 <br /> U . S . C . 874 ) as supplemented in Department of Labor regulations (29 CFR Part <br /> 3 ) <br /> SC -17 . 10 Compliance With the Contract Work Hours and Safety Standards Act <br /> A. The CONTRACTOR shall comply with Sections 103 and 107 of the Contract <br /> Work Hours and Safety Standards Act (40 U . S . C . 327-330 ) as supplemented by <br /> Department of Labor regulations (29 CFR Part 5 ) . <br /> SC -17 . 11 Access to Books , Documents, and Papers <br /> ' A. The CONTRACTOR shall maintain books , records , documents and other <br /> evidence directly pertinent to performance on EPA funded work under this <br /> Contract in accordance with generally accepted accounting principles and <br /> ' practices consistently applied , and 40 CFR, Part 30 or 31 , as applicable , in effect <br /> on the date of execution of this Contract. The CONTRACTOR shall also <br /> maintain the financial information and data used in the preparation or support of <br /> ' the cost submission required under 40 CFR 31 . 36 for any negotiated contract or <br /> change order. The OWNER , United States Environmental Protection Agency <br /> ( EPA) , the Comptroller General of the United States , the United States <br /> Department of Labor, the Florida Department of Environmental Protection <br /> ( FDEP ) and the State , or any of their authorized representatives , shall have <br /> access to all such books , records , documents and other evidence for the purpose <br /> of inspection , audit and copying during normal business hours . The <br /> ' CONTRACTOR will provide facilities for such access and inspection . <br /> B .
