ATTACHMENT 3 <br /> INDIAN RIVER UTILITIES DEPARTMENT <br /> NORTH COUNTY BRINE DISPOSAL <br /> PROJECT SCHEDULE <br /> An estimated schedule for completion of this project is shown below . The time needed to complete <br /> each of the tasks described in Attachment 1 by Ecotech Consultants , Inc . and the County can be <br /> reasonably estimated as shown below . However, neither the County nor Ecotech Consultants , Inc . <br /> can control the phase of the permitting process controlled by the Florida Department of <br /> Environmental Protection, the St . Johns River Water Management District , or the U . S . Army Corps <br /> of Engineers . <br /> Milestone Estimated Completion Date ' <br /> Notice to Proceed I <br /> Complete Site Analysis 38 <br /> Complete Water Quality Analysis 40 <br /> Complete Site Plans & Design 60 <br /> Submit FDEP Construction Permit 90 <br /> Obtain FDEP Construction Permit 270 <br /> Submit Environmental Resource Permit 60 <br /> Obtain FDEP Environmental Resource Permit 150 <br /> Obtain USACOE Environmental Resource Permit 2402 <br /> Submit Consumptive Use Permit 60 <br /> Obtain Consumptive Use Permit 120 <br /> 1 = Estimated completion date is estimated number of days from receipt of the notice to proceed <br /> from the County to complete task. Note that the estimate completion date shown above <br /> could be influenced (extended) by the County review process , and could be significantly <br /> extended by agency review process that is beyond control of ETC and County. <br /> 2 = The U . S . Army Corps of Engineers permitting process is not implemented with time limits <br /> for review and issuance similar to those implemented by the state . The time period needed <br /> to solicit comments from other federal agencies , therefore , can significantly extend the <br /> review period for this permit. <br />
