A. Discharge not only the instigators of the strike , but the participants as <br /> well , or any of them , at the discretion of the County. Allowing <br /> employees to work or return to work shall not be considered <br /> condonation of their activity in violation of the article . <br /> B . Refuse to bargain until the violation (s) cease . <br /> C . Obtain an injunction in the State Court restraining the employees <br /> and/or the Union from striking and work stoppage, picketing in <br /> furtherance of any work stoppage , or any other violation of this article <br /> without removal of the complaint to Federal Court ; or <br /> D . Hold the Union liable for damages resulting herefrom , including the <br /> costs of suits , attorney's fees : for litigation and negotiations , <br /> settlements , security costs, and other costs directly or indirectly <br /> attributable to such violation as determined by the P . E . R . C . , Circuit or <br /> District Court , in determining the amount of damages to be awarded , <br /> if any, the Commission ortrier of fact shall take into consideration any <br /> action or inaction by the public employer that provoked or tended to <br /> provoke the strike by the public employees . <br /> 11 . 04 It is further agreed that the providing of emergency services by the County is <br /> extremely vital to the health, welfare , and safety of the citizens of the District <br /> 19 <br />
