ARTICLE 23 <br /> PERSONNEL REDUCTION <br /> 23 . 01 If a personnel reduction is necessary, the County shall determine the number <br /> of employees and jobs affected in the bargaining unit and retain employees <br /> on the basis of job qualifications , job seniority, job performance and length of <br /> uninterrupted services as a full-time employee . If other factors are equal , in <br /> the EMS Chiefs judgement, seniority shall be the deciding factor. Laid -off <br /> employees shall be given preference before new employees are hired for <br /> future vacancies in the Department ; however, the laid-off employee must <br /> meet the basic qualifications for the job vacancy in the judgement of the EMS <br /> Chief, and be recalled within two years of the lay-off date . <br /> 23 . 02 Laid-off employees shall retain seniority in the Department for a period of two <br /> years after lay-off. The Department shall allow laid -off employees to <br /> participate in Department training to maintain their certification . <br /> 23 . 03 An employee shall lose seniority if the employee voluntarily quits or is <br /> discharged for cause , immediately upon the employee's last day in a work <br /> status . An employee shall be considered a voluntary quit if the employee is <br /> absent three consecutive duty shifts without prior approval from , or <br /> notification to , the EMS Chief or his or her designated representative . <br /> 41 <br />
