Application for Funding Assistance , <br /> Florida Department of Law Enforcement <br /> Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program <br /> E . Project Narrative <br /> 1 . Problem Identification : Briefly describe a specific problem to be addressed <br /> with subgrant funds in terms of Problem Description , Problem Significance and <br /> Needs Assessment , as described in the application instructions . Continue <br /> narrative on a second page if necessary. Do not exceed two pages . Use a <br /> readable size font , per instructions . <br /> The Substance Abuse Council of Indian River County is seeking funding to continue <br /> with the administration and coordination of the Bryne Anti- Drug Grant program in <br /> Indian River County. The Council has administered the Bryne Anti- Drug Grant for <br /> Indian River County since 1990 . All project related goals were met through the <br /> grant' s tenure . <br /> Indian River County continues to experience a high level of drug related activity . The <br /> focus of the Council ' s Administration component is to provide a mechanism for <br /> identifying gaps in current services and county needs . This mechanism includes the <br /> analysis of: <br /> • A County wide youth drug assessment survey <br /> • A county emergency room drug related admissions <br /> • Drug related deaths as reported by the Medical Examiners office <br /> • Continued coordination and monitoring of alcohol and other drug abuse efforts <br /> within Indian River County <br /> The analysis of this information plays an integral part in establishing priority needs <br /> and gap analysis within Indian River County . <br /> Based upon the most current needs assessment , the following has been established <br /> as short and long term goals for the Council : <br /> Short Term Goals <br /> • Ongoing prevention education specifically geared at new drug trends <br /> i . e . : prescription abuse , combining drugs or " rolling " <br /> • Community awareness programs geared at different population groups for <br /> the need for prevention , treatment and interdiction <br /> • Acquisition of funding and development of programs for co-occurring mental <br /> health and substance abuse related treatment issues <br /> Long Term Goal <br /> • . Establish an adolescent treatment facility within Indian River County <br /> By providing monitoring of the new drug trends , alcohol and other drug offenses and <br /> the continued coordination of substance abuse prevention and interdiction services <br /> the desired project outcomes and community wide needs can be achieved . <br /> The Council ' s mission reads : <br /> "The Substance Abuse Council is committed to preventing the use of illicit drugs <br /> and abuse of addictive , mind -altering substances .
