You <br /> should include project goals , administration , enhancement/expansion , staff, <br /> service providers , clients or other participants , equipment , location , and expected <br /> project results , as described in the application instructions <br /> This section should address the basic points of who , what , when , where , and how . <br /> Continue on additional pages if necessary ; do not exceed three pages . <br /> Indian River County Drug Testing Program <br /> The mission of Indian River County' s Drug Testing program is to support juvenile <br /> drug court and juvenile court to stop the use and abuse of alcohol and other drugs <br /> and related criminal activity in our juveniles . Indian River County' s juvenile drug <br /> courts offer a compelling choice for juveniles whose criminal justice involvement <br /> stems from AOD use : participation in treatment . In exchange for successful <br /> completion of the treatment program , the court may dismiss the original charge , <br /> reduce or set aside a sentence , offer some lesser penalty , or offer a combination of <br /> these . Drug courts transform the roles of both criminal justice practitioners and AOD <br /> treatment providers . <br /> Indian River County' s Juvenile Drug Court and Juvenile Court creates an <br /> environment with clear and certain rules . The rules are definite , easy to understand , <br /> and most important, compliance is within the individual 's control . The rules are based <br /> on the participant' s performance and are measurable , ie the drug tests reveal drug <br /> use or abstinence . The participant' s performance is immediately and directly <br /> communicated to the judge , who rewards progress or penalizes noncompliance . The <br /> court programs should have the capacity to demonstrate tangible outcomes . Indian <br /> River County' s Court will have this ability to demonstrating reductions in AOD use <br /> via this drug testing program . <br /> Abstinence will be monitored by frequent alcohol and other drug testing . The purpose <br /> of this is frequent court-ordered AOD testing is essential . An accurate testing <br /> program is the most objective and efficient way to establish a framework for <br /> accountability and to gauge each participant' s progress . Modern technology offers <br /> highly reliable testing to determine if an individual has recently used specific drugs . <br /> The Substance Abuse Council proposes to utilize a Dade Behring W-Twin " drug <br /> screening analyzer utilizing the EMIT® ( Enzyme Multiplied Immunoassay Technique) <br /> Technology Principal . <br /> It is commonly recognized that alcohol use frequently contributes to relapse among <br /> individuals whose primary drug of choice is not alcohol . AOD testing results are <br /> objective measures of treatment effectiveness , as well as a source of important <br /> information for periodic review of treatment progress . AOD testing helps shape the <br /> ongoing interaction between the court and each participant . Timely and accurate test <br /> results promote frankness and honesty among all parties .
