Forest Resources — Not Applicable <br /> SECTION IV - SITE DEVELOPMENT AND IMPROVEMENT <br /> Acknowledgment Sign <br /> The City of Fellsmere is committed to placing at least one acknowledgement sign identifying The Fellsmere <br /> Preserve as being purchased with funds from "Florida Communities Trust" . The sign shall be at least 3 ' x 4 ' in <br /> size and include the Florida Communities Trust logo and the year the site was acquired and located at <br /> the <br /> entrance of The Fellsmere Trailhead Preserve. <br /> Existing Physical Improvements <br /> The upland developed area is comprised of a 75 ' wide raised dirt utility roadway Maintenance Easement and <br /> railroad bed . Vegetation along the roadway is dominated by Bahia grass (Paspalum notatum). The vegetation <br /> along the railway bed overlaps into the adjacent habitats . Florida Natural Areas Inventory (FNAI) findings <br /> stated the site does meet the FNAI criteria for a Locally Significant Natural Area. In addition, the Florida Fish <br /> and Wildlife Conservation Commission findings stated that the site contains wetland habitats suitable for the <br /> Red-cockaded woodpecker (Picoides borealis) and numerous species of wading birds . <br /> The Project site is contiguous and comprised of the same habitat as the St. Sebastian River Buffer Preserve State <br /> Park (SSRBPSP) which is part of the Great Florida Birding Trail and has been recognized as one of the top <br /> birding locations in the United States . Many diverse species of birds utilize the SSRBPSP during migration, <br /> such as the swallow-tailed kite, various songbirds , hawks, and hummingbirds . Resident birds at the SSRBPSP <br /> include the endangered red-cockaded woodpecker and wood stork (Mycteria Americana), and the threatened <br /> Florida scrub jay (Aphelocoma coerulescens) . (See Exhibit C — Miller Legg Report) <br /> • Construction, Management and Operation of a complete Trailhead facility at the entrance to <br /> the <br /> recreational activities (with a drinking fountain) provided in the Buffer Preserve. <br /> • Two 1/a miles in length bisecting Multi-use Greenway trails, with public benches , will be provided on the <br /> Project site. <br /> o The proposed western extension of the east-west non-motorized Greenway trail will follow the <br /> old raised Trans Florida Central Railway roadbed. <br /> o The proposed Multi-use Greenway furthers Indian Rivers ' Board of County Commissioners <br /> Greenway Master Plan and directly ties into the St. Sebastian River State Buffer Preserve. <br /> o The north- south multi-use Greenway trail follows the cleared and raised 75 ' wide Gas <br /> Transmission Easement north from Highway 512 to the seven (7 ) acre upland island at the <br /> northwest corner of the Park adjacent to the Buffer Preserve on two sides . <br /> • The 7 acre upland area may also contain equestrian primitive overnight camping with areas for horses , <br /> & bicycle racks . The public amenities will include water troughs, waste baskets , picnic table and grills . <br /> • A Sidewalk shall be provided along the property's south boundary line along CR512 . The sidewalk will <br /> link the project site with adjacent residential neighborhoods planned to the south and east of the subject <br /> property. <br /> • A significant portion of the upland area on the project shall be planted with native vegetation. <br /> • The 75 ' wide maintenance Easement will be tested to determine if the bearing capacity of the filled <br /> maintenance easement is adequately safe for police, fire, utility and other motorized outdoor recreational <br /> vehicles to travel on the Greenway in order to reach the camp grounds . <br /> • Bury utility lines, if possible. <br /> 17 <br />
