At the present time, the City contemplates issuing either a lease or concessions agreement with a <br /> private <br /> provider to provide services at the Trailhead facility and educational classes at the Project Site. <br /> The City will forward to FCT for their review and approval any proposed easement leases or concessions within <br /> the Project Site prior to execution. The City will provide 60 days prior written notice and information to FCT <br /> regarding and sale or lease of any interest, the operation of any concessions , any sale or option to buy things <br /> attached to the Project Site, the granting of any management contracts, and any use by any person other that in <br /> such person 's capacity as a member of the general public. The City commits to place any fees collected on the <br /> Project Site in a separate account to be used for the upkeep and maintenance of the Project Site. <br /> Americans with Disability Act / Building Code Compliance <br /> Public access to the Project Site will be provided in compliance with all applicable state and <br /> federal <br /> construction and access standards , including the Americans with Disability Act. The City will make every <br /> reasonable effort to ensure that the Project Site is accessible and useable for disabled persons with a special <br /> emphasis on access for disabled children to allow them to participate in environmental education and <br /> recreational activities on the Project Site. <br /> SECTION V - MANAGEMENT NEEDS <br /> Coordinated Management with the St. Sebastian River Buffer Preserve State Park <br /> The City of Fellsmere recognizes the need to coordinate the Project site 's natural environmental resources with <br /> the adjacent Florida DEP' s Buffer Preserve . (See Exhibit B Public Lands Map showing the project and other <br /> public or conservation lands within a 3 mile radius) . The City has met with representatives from the Buffer <br /> Preserve twice to receive their input before preparing this Management Plan. The Representatives have agreed <br /> to the following : <br /> • Coordinate the east/west Greenway Trail connection to the Buffer Preserve with FDEP. <br /> • Participate in the Project Site 's ongoing Technical working group <br /> • Review the draft Management Plan for technical input <br /> • Provide coordinated "prescribed burn" assistance <br /> • Provide ongoing environmental coordination as needed <br /> The City of Fellsmere will coordinate management of the Project Site with other adjacent land managers as <br /> follows : <br /> 1 . The preservation and development of any outdoor recreation facilities (such as the equestrian <br /> campgrounds , required stormwater drainage and the Regional Greenway connection to the Buffer <br /> Preserve) within the resource areas will be coordinated with various entities , and state and regional <br /> entities . Coordination activities and partners include the following: <br /> a. The Florida Fish and Wildlife Conservation Commission to avoid impacts to listed species . <br /> Rev. 6.2 <br /> b . The St. John Water Management District and Department of Environmental Protection to ensure <br /> that development of the Project Site is done in a manner to protect or improve water quality and <br /> protect listed species . <br /> c . The Division of Forestry and the Conservation Commission on the protection of natural <br /> resources . <br /> d. The Florida Natural Areas Inventory (FNAI) on the recording of any listed species . <br /> e . Indian River Historical Commission to review proposed Greenway Improvements . <br /> f. Florida DEP for coordinating linking the old "Dinky" Railroad bed ' s Greenway Trails together <br /> 20 <br />
