Copies of reports or the Management Letter required by Part III of this Agreement shall be submitted by or on behalf of the recipient directl to : a ) The Department at each of the following address( es ) : Karen Maxon , Budget & Work Program Coordinator Florida Department of Transportation 3400 West Commercial Boulevard Fort Lauderdale , FL 33309 5 . Any reports , Management Letters , or other information required to be submitted to the Department pursuant to this Agreement shall be submitted in a timely manner in accordance with OMB Circular A- 133 , as revised , Florida Statutes , and Chapters 10 . 550 ( local governmental entities ) or 10 . 650 ( nonprofit and for- profit organizations ) , Rules of the Auditor General , as applicable . 6 . Recipients , when submitting financial reporting packages to the Department for audits done in accordance with OMB Circular A- 133 , as revised , or Chapters 10 . 550 (local governmental entities ) or 10 . 650 ( nonprofit and for- profit organizations ) , Rules of the Auditor General , should indicate the date that the financial reporting package was delivered to the recipient in correspondence accompanying the financial reporting package . Part V - Record Retention : The recipient shall retain sufficient records demonstrating its compliance with the terms of this Agreement for a period of at least 5 years from the date the audit report is issued and shall allow the Department or its designee , the state CFO or Auditor General access to such records upon request . The recipient shall ensure that the independent audit documentation is made available to the Department , or its designee , the state CFO or Auditor General upon request for a period of at least 5 years from the date the audit report is issued , unless extended in writing by the Department . 5 . 05 Inspection : The Agency shall permit , and shall require its contractors to permit , the Department' s authorized representatives and authorized agents of FHWA to inspect all work , workmanship , materials , payrolls , and records and to audit the books , records , and accounts pertaining to the financing and development of the project . The Department reserves the right to unilaterally cancel this Agreement for refusal by the Agency or any contractor , sub- contractor or materials vendor to allow public access to all documents , papers , letters or other material subject to the provisions of Chapter 119 , Florida Statutes , and made or received in conjunction with this Agreement (Section 287 . 058 ( 1 ) (c) , Florida Statutes ) .
