This would require a short-term spray <br /> program coordinated through the Indian River County Mosquito Control District. <br /> 4.5 Site Security <br /> Providing adequate site security will remain a key element in the proper management of IR44. <br /> Unsecured dredged material containment areas typically host a variety of unauthorized activities including <br /> illegal dumping, vandalism , hunting, and dike destruction through the use of off-road vehicles. As discussed <br /> in Section 2 . 3 . 8, security fencing installed around the site ' s upland perimeter should preclude such activities <br /> within the IR- 14 containment facility. Access to the area within the fence will be limited to agents and <br /> representatives of the FIND and the Jacksonville District Corps of Engineers, and authorized contractor <br /> personnel . Access gates will remain locked at all times exceptduring dredging and maintenance operations. <br /> The presence of an on- site operator duing such operations should further discourage unauthorized entry to <br /> the site and the occurrence of unsanctioned activities. <br /> Between dredging operations the site operator will be responsible for carrying out regularly <br /> scheduled inspections. The primary purpose of these inspections will be to perform routine operational <br /> functions and to ensure that facility security is maintained . Breaches in site security will be identified and <br /> appropriate actions will be taken as quickly as possible to restore the site to a fully operational standby <br /> condition .
