4. 4. 2 Migratory Bird Protection <br /> As discussed in Section 2 .4 , migratory birds may nest on the sandy substrate left in the containment <br /> basin following dewatering and grading. Should post- dredging site management activities be required during <br /> the April 1 through September 1 nesting season , they will be carried out in accordance with the site protection <br /> plan (COE, 1993 ) summarized in Section 2 . 4 . <br /> 4. 4. 3 Groundwater Monitoring <br /> As discussed in Sections 2 . 4 and 3 . 5 , a groundwater monitoring program will be implemented at Site <br /> IR- 14 to detect possible saline water migration from the containment basin into local groundwater. Between <br /> dredging events , sample collection and analysis will continue as part of the site operator' s regular inspection <br /> routine . <br /> After the release of all ponded water remaining from the previous dredging operation, a period of <br /> post- dredging sample collection will begin . During this period , groundwater samples will be collected and <br /> analyzed monthly for the first year following the completion of decanting and quarterly thereafter unless <br /> otherwise needed . More frequent sampling intervals may be required should conditions warrant. Should <br /> elevated chloride levels be detected at any time, the source will be determined . If the containment basin is <br /> the source, corrective actions will be taken . As discussed in Section 3 . 5 , these may include the installation <br /> of a system of well points around the dike to reverse groundwater flow . If chlorides originate from a source <br /> external to the IR- 14 facility ( Le. , intrusion caused by off-site groundwater demand), the proper authorities <br /> will be notified. <br /> 4. 4. 4 Mosquito Control <br /> The basic approach of the mosquito control program for Site IR- 14 will emphasize physical rather <br /> than chemical control . The time during which standing water remains in-side the containment area will be <br /> kept to a minimum to reduce the potential for mosquito breeding . The operational phase most favorable for <br /> mosquito breeding follows the completion of decanting when desiccation cracks form in the crust. Trenching <br /> procedures ( Section 4 . 1 ) will accelerate the dewatering process by allowing much of the moisture within the <br /> 41 <br />
