CONCURRENT NOTICE : NOTICE TO PUBLIC OF A FINDING OF NO SIGNIFICANT <br /> IMPACT (FONSI) ON THE ENVIRONMENT AND NOTICE TO PUBLIC OF REQUEST FOR <br /> RELEASE OF FUNDS (RROF) <br /> Recipient: Indian River County Date: Friday February 8, 2008 <br /> Address: Indian River County Administration <br /> 1801 27th Street <br /> Vero Beach, Florida 32960 <br /> - TO ALL- INTERESTED AGENCIES, GROUPSANDPERSONS: <br /> On or about Tuesday February 26, 2008 Indian River County will request the Florida <br /> Department of Community Affairs, designated by the U .S. Department of Housing and Urban <br /> Development, to remove the environmental conditions and release Federal funds under Title 1 of <br /> the Housing and Community Development Act of 1974 (PL 93-383) for the following project : <br /> Project Title: Community Development Block Grant, Neighborhood Revitalization <br /> DCA Contract OSDB-T3- 10-40-03-N25 <br /> Purpose: Indian River County proposes to complete a CDBG national objective <br /> with this project by providing Fire Protection/EMS facilities in a <br /> predominantly LMI neighborhood within the unincorporated area of <br /> Gifford in Indian River County. The service area is a low income, older <br /> residential area without a Fire/ EMS Station . The new Fire/EMS Station <br /> will provide for a much more rapid response time to local emergencies <br /> and fires in this LMI community. <br /> A new fire station has been designed for this project. The $750,000 in <br /> CDBG funds will pay a portion of the cost for the new Fire/EMS Station . <br /> The full cost is expected to be about $2, 200,000. The Project will be on <br /> vacant, undeveloped land in a residential neighborhood . The project is <br /> not within the floodplain . Local revenues of $250,000 revenues have <br /> been pledged as a match for the CDBG . The balance of funds needed <br /> came from local revenues. <br /> Location : 3620 491" Street, Vero Beach (Gifford ) , Florida in the Unincorporated <br /> County. The site is publicly owned , unimproved and vacant. <br /> Estimated Cost: $21200,000 <br /> It has been determined that such request for removal of environmental conditions will not <br /> constitute an action significantly affecting the quality of the human environment; accordingly the <br /> above-named recipient has decided not to prepare an Environmental Impact Statement under the <br /> National Environmental Policy Act of 1969 (PL 91- 190). <br /> The Reasons for such decision not to prepare such Statement are as follows : <br /> An environmental assessment was performed which verified that the only impacts to the <br /> environment would be minimal and beneficial . <br />
