7 . Provide technical assistance to the Local Government in procuring <br /> professional service contracts . <br /> 8 . Establish and maintain bookkeeping systems that are acceptable to <br /> both the Florida Department of Community Affairs and The Auditor General ' s <br /> Office . <br /> 9 . Monitor and provide technical assistance to nonprofit housing <br /> organizations which partner with the county on the Project , including monitoring <br /> and providing technical assistance in the purchase and rehabilitation of foreclosed <br /> properties for re- sale to income eligible households ; the purchase and rehabilitation <br /> of foreclosed properties for renting to income eligible households ; the purchase of <br /> land and property ; the demolition or rehabilitation of abandoned properties ; the <br /> provision of principal reduction assistance to low4o moderate - income <br /> homebuyers ; and the creation of " land banks " to assemble , temporarily manage , <br /> and dispose of vacant land for the purpose of stabilizing neighborhoods , <br /> encouraging re - use or redevelopment of property in regard to all HUD and DCA <br /> regulations , and preparing all necessary and all requested responses to inquiries <br /> from Local , State , and Federal governmental units . <br /> 10 . Evaluate the various subsections of the Project according to HUD and <br /> DCA regulations and prepare all final reports to HUD and DCA . <br /> 11 . Provide all reports relating to the Project as required by the Florida <br /> 2 <br />
