GeOSynte& <br /> 2 January 2008 consultants <br /> Page 2 <br /> As requested, Geosyntec has prepared a scope of work to (i) delineate the extent of arsenic <br /> impacts, (ii) prepare an ISR Work Plan which provides details for the remediation of the <br /> identified soil and groundwater arsenic impacts, (iii) implement the excavation activities and <br /> transport of the impacted soil and groundwater, and (iv) prepare an ISR Report which provides <br /> documentation of the excavation and soil/groundwater disposal activities . The proposed field <br /> activities include the collection of soil samples from select locations around the former cattle <br /> dipping vat and analysis of these samples for arsenic by a fixed based laboratory. Once the <br /> delineation is complete (samples collected with arsenic concentrations near or below the <br /> residential SCTL or background) , an ISR Work Plan will be prepared which provides details <br /> regarding the proposed voluntary cleanup efforts for submittal to the Florida Department of <br /> Environmental Protection (FDEP ) . Upon submittal to the FDEP , excavation of the impacted area <br /> can begin. The proposed ISR activities will include initial site preparation (tree/brush clearing <br /> and silt fence installation), removal of the cattle dipping vat structure, arsenic impacted soil <br /> excavation, shallow saturated zone soil excavation, and arsenic impacted groundwater extraction . <br /> Excavated soil, concrete, and cleared brush will be transported to the IRC landfill . Landfill <br /> disposal costs will be the responsibility of IRC. Extracted groundwater will be hauled to an <br /> industrial wastewater treatment facility in Jacksonville, Florida. <br /> We have developed a task-based approach to accomplish this work in an organized and cost- <br /> effective manner. The remainder of this letter provides a description of the proposed scope of <br /> work. A budget estimate to accomplish the work described herein is provided in Exhibit 2 . <br /> SCOPE OF WORK <br /> Task 1 — Preliminary Activities <br /> Task 1 includes project management for the entire project, subcontracting, project coordination, <br /> project administration, as well as preliminary activities associated with bidding the project, and <br /> revising the Site- Specific Health and Safety Plan to reflect the proposed excavation work. <br /> Excluding project management, much of the preliminary activities have been completed . <br /> Geosyntec also discussed the project in general terms with the FDEP to confirm the proposed <br /> strategy is acceptable. <br /> X R07084/CCR08003 .
