Plant, Facility # 9600729 <br /> Vero Beach , FL 32962 <br /> Dear Mr. Southard , <br /> Geosyntec Consultants (Geosyntec) is pleased to submit this fee proposal to Indian River County <br /> ( IRC) for professional services required to respond to Florida Department of Environmental <br /> Protection ' s (FDEP ' s) correspondence dated 28 October 2008 . The FDEP correspondence was <br /> generated based upon a review of Geosyntec ' s 7 August 2008 letter report, Groundwater <br /> Assessment and Monitoring - June 2008, North RO Plant, Facility 99600729 . Based upon <br /> FDEP ' s review of the letter report, and the findings/recommendations contained within , the <br /> following additional tasks have been requested : <br /> Installation of a background monitoring well as proposed in Geosyntec ' s 7 August 2008 <br /> letter and as approved in FDEP ' s correspondence dated 28 October 2008 . <br /> • Collection of additional depth to groundwater data to assess the groundwater now <br /> direction . <br /> • Performance of assessment and delineation activities for sodium and pH , in accordance <br /> with the requirements of Chapter 62 - 780 , FAC . <br /> • Collection of ground water samples from all monitoring well locations with analyses of <br /> the collected groundwater samples for total dissolved solids, chloride , sodium and sulfate , <br /> in addition to the field parameters of pH , temperature, specific conductance , turbidity and <br /> dissolved oxygen . If any additional parameters (other than pH and sodium) are detected <br /> above the Maximum Contamination Levels (MCLS) from this sampling event, those <br /> parameters must be included in the site assessment report ( SAR) . <br /> • Preparation of a SAR, which meets the minimum requirements of Chapter 62 - 780 , FAC . <br /> The SAR must include the delineation of the vertical and horizontal extent of <br /> groundwater impacts and recommendations in context of further clean up requirements as <br /> deemed appropriate . <br /> FR1329/XR08264 .
