EXHIBIT 3 <br />SCHEDULE <br />Work Order 15 <br />Vero Beach, FL <br />Upon approval of the Work Order, it is anticipated that Geosyntec will prepare design drawings <br />for the fueling area and perform the Phase I ESA and NEPA Evaluation in June 2008. Upon <br />completion of the design drawings and construction permitting, it is anticipated that the fueling <br />area construction activities will be completed in July/August 2008. Upon completion of the <br />fueling area concrete pad, the AST will be re -located from the Gifford Road site in August 2008 <br />and the steel AST located at the IRC landfill will be closed in August/September 2008. <br />Geosyntec anticipates that the Tank Closure Assessment Report documenting the closure of the <br />steel AST located at the IRC landfill will be submitted by October 2008, <br />XR08051 R/CCR08045R.DOC <br />engineers I scientists I innovators <br />
