( Universal ) is pleased to submit this proposal to provide <br /> geotechnical engineering services for the above - referenced project . This proposal includes a <br /> scope of services and estimated costs for conducting a subsurface exploration and preparing a <br /> geotechnical engineering report in accordance with generally accepted soil and foundation <br /> engineering practices . <br /> PROJECT DESCRIPTION <br /> Universal understands that the proposed project will include the construction of a paved parking <br /> lot and associated drainage improvements to serve the existing boat ramp at the eastern <br /> terminus of Oslo Road , along with paving approximately 1/2 - mile of Oslo Road , east of US - 1 to <br /> the existing boat ramp at the Indian River Lagoon , in Indian River County , Florida . The parking <br /> lot will be constructed on the south side of the roadway at the eastern terminus of Oslo Road . <br /> Stormwater runoff from the new impervious surfaces will be collected and treated within dry <br /> retention swales along the south side of Oslo Road ( if possible ) with the overflow conveyed to a <br /> proposed wet detention lake located immediately south of the parking lot , within an existing <br /> mosquito impoundment / conservation area . <br /> We understand that only the existing roadway is accessible to our ATV mounted drilling rig . <br /> Boring locations outside of the roadway will be accessed on foot and tests conducted with <br /> portable equipment . Clearing costs are not included in this proposal . <br />
