In essence , <br /> base map layers represent the core data used for the majority of GIS analysis and mapping <br /> functions . Inconsistencies in either the spatial or the attribute accuracy of any of the base <br /> map layers can pose significant obstacles to the County ' s GIS goals . <br /> Typically , most local government organizations utilize four critical base map layer datasets : <br /> 1 . Tax Parcels <br /> 2 . Orthophotography <br /> 3 . Street Centerlines <br /> 4 . Address Points <br /> The successful deployment of comprehensive base map datasets requires careful planning <br /> and consideration of both proposed and anticipated uses . Technological developments <br /> and advanced applications that can affect these considerations include : controlled digital <br /> image and planimetric feature overlays ( hydrology, water utility features , pavement outlines , <br /> building footprints, etc . ) and emergency vehicle location and routing through real-time GPS <br /> tracking ( AVL/ AVI ) . Subsequent attempts to accommodate unanticipated data and /or <br /> application needs , which are dependent upon or associated with the quality and accuracy <br /> of the original base map, can be extraordinarily time-consuming and cost-prohibitive . <br /> KtTax Parcels <br /> For county governments , the acquisition and integration of an accurate and up-to-date <br /> parcel base map is arguably the critical centerpiece of a county ' s GIS effort .
