iA <br /> . <br /> -!r- <br /> Example <br /> Example of Sheet Centerlines Overlaying Aerial Photography <br /> Recommendations <br /> Emergency Management staff indicated that the current street centerline layer is accurate <br /> and new streets are added regularly. However, with Indian River County ' s rapid growth , <br /> actions should be taken to ensure that new streets are added in a timely fashion and that <br /> QA/QC procedures are in place . In addition , the Emergency Services 911 Database <br /> Coordinator, who currently maintains the Street Centerline layer, should regularly coordinate <br /> with the GIS Director as well as GIS staff from other departments to ensure that necessary <br /> attributes are being added . In the long run , it is recommended that all maintenance of the <br /> street centerline layer should continue to be maintained by Emergency Services in <br /> coordination with the GIS Director. <br /> It is recommended that the proper data maintenance workflow is developed to ensure that <br /> an up-to-date and accurate layer is maintained . There are two methods of collecting <br /> spatially accurate locations of new or unidentified street centerlines : 1 ) digitizing from aerial <br /> photography and 2) GPS data collection . Digitizing from aerial photography is less time- <br /> consuming , but can be problematic . Aerial photography is static, and is not updated very <br /> frequently . New streets will not appear on older aerial photography. Therefore , it is <br /> recommended that the County continue utilizing GPS to collect location information of new <br /> streets if possible . As mentioned above , GPS field data collection will need to include <br /> oversight and review by the County Surveyor. <br /> N A street centerline layer is only concerned with physical addresses , not mailing addresses . <br /> The Federal Geographic Data Committee ( FGDC ) defines a physical address ( also referred <br /> to as a situs or delivery address ) as a " Set of precise and complete information that indicates <br /> by relationship or by description the permanent and unique location of an object. " The <br /> following descriptive elements are necessary for Indian River County to incorporate into any <br /> street centerline file : <br /> 4-8 <br /> GIS Needs Assessment and Implementation Plan Chapter 4 - Base Map Creation and Consideration <br />
