For more <br /> information regarding the Parcel layer refer to Chapter 4 Base Map Creation and <br /> Considerations . <br /> RtMapping and Spatial Analysis to Assist in Property Assessment Operations <br /> GIS applications can be used by the Property Appraiser' s Office to conduct the following <br /> types of analysis : <br /> Assessment Ratio Studies <br /> • Overlay Analysis <br /> • Locating Comparable Properties <br /> • Adjacency Analysis <br /> • Calculating Land Use Percentages <br /> • Evaluating Properties <br /> • Field Access to data for Property Appraisal <br /> The Assessor' s Office has two options for conducting these types of property appraisal <br /> analysis . <br /> 1 . Office staff can utilize an intranet GIS data browser that provides a pre-configured <br /> and easy to navigate user-interface to conduct simple analysis for property <br /> appraisal . <br /> 2. For advanced analysis the Office can work with the GIS Mapping Coordinator and <br /> the recommended County GIS Director, who can use advanced GIS software such <br /> as ArcGIS to conduct many Tier 1 GIS tasks . <br /> Although the existing AccuGlobe Interactive Record Search and GIS Mapping System is a <br /> very good tool , it is designed to display and query primarily property information . It is also <br /> limited in terms of custom queries . <br /> In order to eliminate costly and time consuming paper map production , it is recommended <br /> that Indian River County implement an Intranet GIS Data Browser enterprise-wide . This tool <br /> will allow all County employees to access a wide-variety of County spatial data layers, with <br /> powerful yet easy-to-use functionality. Please refer to the Enterprise-Wide Applications <br /> section of this Needs Assessment Chapter for more information on an Intranet GIS Data <br /> Browser. <br /> INtPublic Access to Geo-Spatial Data <br /> The Property Appraiser ' s Office expressed the need to disseminate spatial information to the <br /> public by providing a mapping application that will enable the County ' s citizens to view and <br /> analyze property information . As aforementioned , the AccuGlobe Mapping Application is <br /> being used to disseminate information to the public . However, there was a stated need to <br /> migrate to a different application since the current one is not sufficient in regards to custom <br /> queries . Consequently, an alternate solution , CAMA WEB Online Tool from STI (Software <br /> Techniques Incorporated ) is being considered . The Internet browser should have the ability <br /> to incorporate data from the various departments as opposed to tax data alone . <br /> The mapping application should incorporate the ability for the public to view property <br /> information , including an interface that will allow citizens to navigate to the Property <br /> Appraiser ' s Office website for additional information .
