Many companies , <br /> ' including MUNIS, are creating links to GIS and/ or creating GIS interfaces to their data ; an <br /> opportunity may exist in the future to utilize an integrated GIS interface ( once developed ) . <br /> Q" Recommended GIS Needs and Duties <br /> The Utilities Services Division has a great opportunity to integrate GIS to provide mapping <br /> support to the County as a whole . It is expected that the recommended GIS Director will <br /> provide the Department with GIS support for advanced tasks. Several options for GIS data <br /> creation and management are present, based on the recommended hybrid GIS <br /> organizational structure within the County ( see Chapter 2 : GIS Organizational Structure and <br /> Staffing for more information ) . <br /> GIS Needs for the Utilities Services Department include : <br /> • Conversion of Data from an Arbitrary Coordinate System <br /> • Utility Geodatabose Geometric Networks for Water and Sanitary Sewer Utilities <br /> • Water and Wastewater Modeling <br /> -- • GIS-Based Work Order Management System <br /> • Standards for Digital Submission of External Data <br /> • Data Production and Maintenance of Infrastructure Data <br /> • Automatic Vehicle Location ( AVL) <br /> • GIS-based Public Notification <br /> • Formal GIS training for Department staff <br /> Each of these needs is discussed fully below. A key opportunity for all departments within the <br /> County lies in centralization of GIS data and distribution of this data via several tiers of GIS <br /> applications . Utilities Services personnel will produce and maintain data that is critical for <br /> many of the various County Department ' s GIS needs . Working in tandem with the <br /> recommended GIS Director, the Department will yield many benefits and contribute to <br /> various successes during the County ' s continuing implementation of GIS and <br /> complementary technologies . <br /> If is recommended that the majority of Utilities Services Department personnel utilize an <br /> Intranet GIS data browser to conduct basic spatial analysis and produce maps . This Intranet <br /> browser will be based on the enterprise-wide Intranet GIS data browser recommended for <br /> the County . More information on the Intranet GIS data browser is provided in the Enterprise- <br /> Wide Applications section of this chapter. More sophisticated mapping and analysis will be <br /> conducted by the Engineering and GIS Mapping Division , which will use more sophisticated <br /> software , such as ArcGIS . <br /> PtConversion of Data from an Arbitrary Coordinate System <br /> At present, the Utilities Services Department maintains GIS utility infrastructure in an unknown , <br /> or arbitrary, coordinate system . This represents a significant hurdle for the county-wide <br /> implementation of GIS as many departments indicated a need to have full access to the <br /> utility GIS infrastructure for daily operations . As the County moves forward with its GIS <br /> implementation , the recommended GIS Director should work in cooperation with Utilities <br /> Services Department staff to ensure that all existing and future utility infrastructure data is <br /> represented in a valid coordinate system . <br /> Utilities Services staff expressed the need to convert existing Utility infrastructure GIS data into <br /> a State Plane Coordinate System so the data lines up with other County data and can be <br /> 140 <br /> GIS Needs Assessment and Implementation Plan Chapter 1 - Departmental GIS Needs Assessment <br />
