• Parks Maintenance Division <br /> The Parks Maintenance Division employs forty-one staff members , including a Park <br /> ranger and superintendent . The Division is responsible for managing all green spaces , <br /> community parks , ball fields , soccer parks , and pools . The mission is to provide <br /> superior quality and well maintained parks for County residents to enhance quality of <br /> life . The Division currently manages forty-one parks , including oceanfront , riverfront , <br /> inland parks , and regional parks . <br /> • Road and Bridge Division <br /> The Road and Bridge Division ensure the safety and reliability of the County ' s road <br /> network by providing regularly scheduled maintenance, grading , and paving . To <br /> accomplish these goals, the Division employs a Superintendent and Assistant <br /> Superintendent who manage all operations in the office and in the field . The Division <br /> also includes five managers to direct daily routes and maintenance , special projects , <br /> bridge repair, sidewalks, and culvert installation . <br /> 4 Storm Water Section <br /> The Storm Water Section is a relatively new section of the Public Works Department , <br /> as it has only existed for five years . Two people currently work in this section , <br /> however, eventually the plan is to have six or seven office staff . The Section is <br /> responsible for making sure the County complies with federal regulations regarding <br /> the proper use of storm water practices . Another main function of the Section is the <br /> testing of water quality to ensure that Indian River County residents have access to <br /> high quality water. <br /> • Traffic Engineering Division <br /> The Traffic Engineering Division of the Public Works Department is mainly responsible <br /> for signs , signals, markings, and transportation planning . The Division also assists other <br /> departments, mainly Community Development , in handling permit reviews . Site plan <br /> reviews , traffic impact studies , and traffic concurrency networks are other important <br /> functions of this Division . <br /> The advancing complexity and importance of managing large infrastructure projects within <br /> the County has greatly increased the demand for geographic information systems ( GIS ) and <br /> global positioning system ( GPS ) technology . The Public Works Director and key personnel <br /> understand that it is becoming essential to have an up-to-date and accurate digital <br /> representation of infrastructure within the County. The County is experiencing a steady <br /> population growth and with it increased pressure for the efficient and effective <br /> management of its infrastructure . The Public Works Department provides the physical <br /> infrastructure essential to social and economic development, which is indispensable to <br /> community , commerce , and industry . <br /> The Department ' s use of GIS consists mainly of aggregating data and layers from other <br /> departments for general viewing purposes . In addition , much of the mapping has been <br /> performed primarily using AutoCAD software . Although GIS has not been extensively utilized . <br /> staff members from each division understand the key role that GIS will play in process <br /> improvement and workflow enhancement . <br /> The Surveying and Mapping Section in the Engineering Division will be the Department ' s <br /> main resource for GIS data creation and maintenance . It is recommended that Public Works <br /> should add two new positions within the Engineering Division /Survey section ( 1 GIS Specialist <br /> and 1 GIS Technician ) to address the anticipated mapping and data acquisition needs for <br /> Engineering as well as other divisions/sections within the Department of Public Works .
