These photographs have all been scanned and are stored digitally as <br /> separate tiles without geographic representation . Personnel expressed that these <br /> photographs are useful for viewing where growth has occurred . It is recommended that <br /> these photographs are geographically referenced so the County ' s GIS data can be viewed <br /> in relation to the photography . If is recommended that this conversion process be <br /> ' outsourced . <br /> An important function of the Environmental Planning Division is conservation easements. At <br /> present, the Division maintains this data in Microsoft Excel tables and in hardcopy on plats . <br /> There was a stated need to convert this data and integrate it with the GIS . Based on the <br /> scope of the project, current staffing within the Division and the intricacies of the service it is <br /> recommended that this conversion be delegated to a qualified consulting firm . It is <br /> recommended that the Community Development Department set aside money in the <br /> budget for this task . <br /> e Mapping and Spatial Analysis in Support of Building and Planning Operations <br /> There is great potential for the implementation of mapping and spatial analysis to support <br /> the operations and responsibilities of the Community Development Department . If <br /> implemented properly, the County ' s GIS will provide a powerful means for analyzing data , <br /> thereby improving the efficiency and effectiveness of the Department . The Department can <br /> utilize GIS to assist in several tasks , including : <br /> Improved metadata standards and protocols ( Database Design ) <br /> • Photos of street intersections tied to GIS <br /> Viewing fax parcel history <br /> Tracking zoning <br /> • Subdivision review <br /> • Land use saturation studies <br /> Land use projections <br /> Track vacant parcels <br /> • Public access to data via an Internet GIS browser <br /> • Check easements and right-of-way with the click of a mouse <br /> View park land layers <br /> View utilities locations <br /> • Use GIS in Pre-development meetings <br /> View inspection histories <br /> View building permits <br /> 16 <br /> GIS Needs Assessment and Implementation Plan Chapter 1 - Departmental GIS Needs Assessment <br />
