The structures are designed to treat 294 efs draining from a 21,705 acre basin that <br />is 50% urban and 50% agricultural. The vortex unit will be integrated with a self-cleaning fixed bar screen and traveling <br />rake to remove large masses of vegetative debris such as hyacinths, water lettuce, duckweed and grasses and floating <br />trash before the water enters the vortex unit. The vortex unit will then remove particles down to the 600 micron range. <br />The project is anticipated to reduce TSS by 60% or 1,207,989 lbs. per year and Total Phosphorus by over 40% or 7,722 <br />lbs. per year. A monitoring program will be conducted to accurately assess the removal efficiency of this treatment <br />system. A public education and awareness program will be incorporated with the construction project to help reduce <br />trash and vegetative debris input to the drainage system. <br />PROJECT LOCATION AND WATERSHED CHARACTERISTICS: The Indian River Farms Water Control <br />District (IRFWCD) in Indian River County, Florida, is an area over 53,000 acres that is drained by an extensive 300 <br />mile network of man-made canals. The 21,705 acre Main Relief Canal basin is approximately 50% urban and 50% <br />agricultural. The IRFWCD discharges into the Indian River Lagoon, an Estuary of National Significance. In the East <br />Indian River County Master Stormwater Management Plan, a pollutant loading analysis showed that the three discharge <br />canals of the IFRWCD convey huge amounts of suspended solids, nutrients, and floating vegetative debris into the <br />lagoon, seriously degrading estuarine habitat. The canals also transport tremendous quantities of human -generated trash <br />(Styrofoam cups, plastic, bottles, etc.) into the Lagoon. The proposed location of the Main Relief Canal treatment <br />structure is west of US Highway 1 and the FEC railroad near the Vero Beach airport.
