Compensatory Mitigation : The permittee provided offsite <br /> wetland enhancement at the St Sebastian River Buffer Preserve , <br /> Sebastian , Indian River County , Florida . The permittee plugged <br /> four ditches / tributaries , thereby enhancing approximately 42 . 7 <br /> acres of wetlands . Please note that the plugging of the ditches <br /> took place within the past 12 months as required by the St Johns <br /> River Water Management District ( SJRWMD ) permit . <br /> 7 . The offsite enhancement shall include the removal of all <br /> exotic and nuisance species from the enhanced wetland area ( 42 . 7 <br /> acres ) . Exotic / nuisance species shall include but not be <br /> limited to cattails , primrose willow , Brazilian pepper , <br /> melaleuca , Australian pines , Chinese tallow , vines and those <br /> species listed by the state of Florida , Florida Exotic Pest <br /> Plant Control , at the following Internet site : wcdw . fleppc . org . <br /> All exotic /nuisance species shall be eradicated by hand , using <br /> hand tools . No mechanical equipment may be used . <br /> B . Performance Standards : To meet the objectives of the <br /> approved compensatory mitigation plan , the Permittee shall <br /> achieve the following performance standards : <br /> a . At least 80 percent cover by appropriate wetland <br /> species ( i . e . , FAC or wetter ) . <br /> b . Less than 10 percent cover of Category I and II <br /> invasive exotic plant species , pursuant to the most current list <br /> established by the Florida Exotic Pest Plant Council at <br /> http : / / www . fleppc . org , and shall include the nuisance species <br /> primrose willow ( Ludwigia peruviana ) , dog fennel ( Eupatorium <br /> capillifolium ) , Bermuda grass ( Cynodon spp . ) , Bahia grass <br /> ( Paspalum notatum ) , and cattail ( Typha spp . ) , <br /> C . Hydrologic improvements to the 42 . 7 acres of <br /> wetlands that are associated with the four ditch plugs have <br /> occurred . Hydrologic improvement must demonstrate that there is <br /> no excess water within these wetlands , that these wetlands are <br /> not stressed and that there is less than 20 percent mortality to <br /> the vegetation within the wetlands . <br />
