INDIAN RIVER COUNTY, FLORIDA <br /> MEMORANDUM <br /> TO : Joseph A. Baird, County Administrator <br /> FROM : John King, Director <br /> Department of Emer ervices <br /> DATE : October 27, 2009 <br /> SUBJECT: Approval of 2009/2010 State Funded Agreement for Hazards Analysis <br /> DESCRIPTION AND CONDITIONS : <br /> The State of Florida provides finding to each county to conduct a hazards analysis as part of the <br /> overall Emergency Management preparedness mission. The hazards analysis identifies sites that <br /> may contain hazardous materials and the vulnerability areas near these facilities. This is part of <br /> the overall Emergency Management Hazardous Materials Plan. <br /> Since 1989, the State of Florida has entered into annual pay for performance subgrant <br /> agreements with each of the counties, incorporating the scope of work to be completed . Starting <br /> this year, the Florida Division of Emergency Management has transitioned these county <br /> hazardous analysis services to the State of Florida' s eProcurement system known as <br /> MyFloridaMarketPlace. com. This is an effort, pursuant to Florida Statute 287 (Procurement of <br /> Personal Property and Services), to streamline interactions between the State and the counties . <br /> Essentially , it is a reimbursement for services through Purchase Orders . <br /> ALTERNATIVES AND ANALYSIS: <br /> The State of Florida issued Purchase Order No . A12060 to Indian River County to conduct a <br /> hazards analysis and submit it to the State for compliance review. The total funding allocated by <br /> this agreement is $2, 641 . 50 . Completion of this analysis will allow accurate data when planning <br /> for response and recovery to hazardous materials sites in Indian River County . Additionally, this <br /> information will provide emergency response personnel with operational guidance in order to <br /> effectively manage resources in response to emergencies involving hazardous materials . <br />
