authority to issue orders and rules during the period of the declared emergency , and has
<br /> delegated the ability to issue Emergency Orders for Indian River County to the County
<br /> Administrator, and
<br /> WHEREAS , EXECUTIVE ORDER 04- 188 was issued by Jeb Bush , the Governor
<br /> of the State of Florida on August 25 , 2004 , suspending the provisions of Section
<br /> 489 . 113 (3 ) , Florida Statutes as set forth therein , but only for the therein -enumerated
<br /> counties ; and
<br /> WHEREAS , EXECUTIVE ORDER NUMBER 04 -210 , issued by Jeb Bush , the
<br /> Governor of the State of Florida , on September 14 , 2004 : incorporated Executive Order
<br /> 04 - 197 by reference into EXECUTIVE ORDER NUMBER 04 -210 ; extended the
<br /> effectiveness thereof throughout the State of Florida ; and extended the effective date until
<br /> the expiration thereof, i . e . , until November 14 , 2004 , as provided in Section 5 thereof.
<br /> WHEREAS , due to the declared state of emergency as set forth above , Indian River
<br /> County desires to adopt EXECUTIVE ORDER NUMBER 04 -210 , as more specifically
<br /> set forth in this Emergency Order, solely from the period commencing October 5 ,
<br /> 2004 and ending no later than 5 : 00 pm on November 14, 2004 , subject to the self-
<br /> executing extension set forth herein , and applicable throughout Indian River
<br /> County's jurisdiction with respect to the issuance of specialty roofing licenses in
<br /> Indian River County,
<br /> NOW, THEREFORE , this Emergency Order is issued declaring that solely from
<br /> the period commencing October 5 , 2004 and ending no later than 5 : 00 pm on
<br /> November 14 , 2004 , subject to the self-executing extension set forth herein , and
<br /> applicable throughout Indian River County's jurisdiction , Indian River County
<br /> adopts EXECUTIVE ORDER NUMBER 04 -210 , as more specifically set forth in this
<br /> Emergency Order, with respect to the issuance of specialty roofing licenses in
<br /> Indian River County, as follows :
<br /> 1 . The provisions of Section 489 . 117 , Florida Statutes , are suspended to the
<br /> extent that local jurisdictions are authorized to issue local specialty
<br /> licenses , without additional local ordinances , for the repair and installation
<br /> of roofs made of wood shakes , or asphalt or fiberglass shingles .
<br /> 2 . All applicants for these specialty roofing licenses shall provide : (A) an
<br /> affidavit of competency from their original jurisdiction ; ( B ) proof of
<br /> compliance with applicable workers ' compensation as required by Chapter
<br /> 440 , Florida Statutes ; and (C ) public liability and property damage
<br /> insurance as required by Section 489 . 115 ( 5 ) (a ) , Florida Statutes , to the
<br /> Indian River County Building Department .
<br /> 3 . All specialty roofing licenses issued by Indian River County pursuant to
<br /> this Emergency Order shall be subject to a minimum processing fee of
<br /> One Hundred Dollars ($ 100 . 00 ) , payable in cash or by credit card .
<br /> 4 . All specialty roofing licenses issued by Indian River County pursuant to
<br /> this Emergency Order shall last for a period of 90 days , provided ,
<br /> however, that all jobs issued permits during the 90 day period shall be
<br /> allowed to be completed .
