This is <br /> because legally , if the development does not create a demand for the facility or, indeed, <br /> mitigates the need for the facility, it should not pay the fee . In other words, a new <br /> government building will not pay the public buildings impact fee . <br /> Future Demand Analysis <br /> Future demand projections are based on population projections included in Section II , <br /> Table II - 1 .
