This is <br /> because legally, if the development does not create a demand for the facility or, indeed, <br /> mitigates the need for the facility, it should not pay the fee. In other words, a new Fire/EMS <br /> will not pay the emergency services impact fee . <br /> Future Demand Analysis <br /> Future demand projections are based on population projections included in Section Il, <br /> Table II4 .
