Lowther <br /> District 4 <br /> September 2 , 2003 <br /> Mr. Craig Fugate , Director <br /> Division of Emergency Management <br /> Department of Community Affairs <br /> 2555 Shumard Oak Boulevard <br /> Tallahassee , FL 32399-2100 <br /> RE : Pre - Disaster Mitigation ( PDM ) Grant — Senior Center <br /> Dear Mr. Fugate : <br /> On behalf of the Indian River County Council of Aging (Council) , the Indian River County <br /> Commission is pleased to submit a PDM grant to assist the Council in replacing its existing <br /> senior center with a new facility that will meet the growing elderly needs of Indian River <br /> County . Because seniors constitute over one-third of our county' s population , we view our <br /> senior centers as critical facilities . The Council provides transportation , meals , recreation , <br /> education , respite , and adult day care , along with a myriad of other services to more than <br /> 3 , 000 seniors with limited financial resources . Therefore , the County Commission fully <br /> endorses the proposed funding application . <br /> Further, this project not only protects an important critical facility , but also will be constructed <br /> according to the American Red Cross #4496 Guidelines . This will result in the creation of a <br /> new primary evacuation shelter.
