2. Please provide the percent of the population benefiting from this mitigation activity. <br /> The provision of senior services at the new facility has the potential to reach one-third of <br /> the county ' s population - those age 65 or older. Currently, approximately ten percent of <br /> those age 65 or older use the Councils services . The shelter capacity of the new facility <br /> will help to reduce the county ' s shelter deficit by 20% . <br /> 3. What is the primary hazard to be mitigated? Please select from the following primary <br /> hazards: Coastal storms; Earthquake; Windstorms; Fire; Flood; Freezing; Hurricane; <br /> Mud/landslide; Severe ice storms; Severe Storms; Snow; Tornado; Tsunami; Typhoon; or <br /> Volcano. <br /> The primary hazard to be mitigated is the hurricane hazard . <br /> 4. Please list ofany other hazards to be mitigated. <br /> Other hazards that will also be mitigated include : flood and windstorms . <br /> S. Does this mitigation activity protect a critical facility ? If yes, please provide the type of <br /> critical facilities to be protected (i. e. , Hazardous Materials Facilities, Emergency <br /> Operation Centers, Power Facilities, Water Facilities, Sewer and wastewater treatment <br /> Facilities, Communications Facilities, Emergency Medical Care Facilities, Fire <br /> Protection, and Emergency Facilities) . <br /> This mitigation activity is replacing a severely deficient existing critical facility . The new <br /> senior center will enable the Council to satisfy an ever- increasing demand for senior <br /> services. The facility will also function as a primary emergency shelter for the <br /> community . <br /> 6 . Describe how this mitigation activity supports the National Priority (i . e . , reducing <br /> repetitive flood loss properties) ; complies with Federal laws and Executive Orders (e . g . , <br /> National Environmental Policy Act, National Historic Preservation Act, Endangered <br /> Species Act, Clean Water Act, Executive Order 11988 , Floodplain Management, <br /> Executive Order 11990 , Protection Of Wetlands, Executive Order 12699 , Seismic Safety <br /> of Federal and Federally Assisted or Regulated New Building Construction) ; and is <br /> complementary to other relevant Federal programs (e . g . , American Heritage Rivers <br /> Initiative ; SBA Mitigation Loan Program ; EPA Watershed Initiative, US Fish and <br /> Wildlife Services Fish Passage Program ) . <br /> While this mitigation project does not directly address repetitive flood loss properties , it <br /> is addressing the hurricane hazard , which the county ' s LMS has identified as being the <br /> most significant. By addressing the hurricane hazard, flooding resulting from hurricanes <br /> is also addressed . The new senior center will be built above the base flood elevation . <br /> 7. Describe how this mitigation activity offers long-term financial and social benefits. <br /> This project offers long-term financial benefits in terms of reduced future building losses . <br /> The new facility is being built to replace an older structure , which does not meet current <br /> hurricane building guidelines . The new structure will therefore be more resistant to <br /> disasters , which will limit the amount of loss the new structure will incur. The social <br /> benefits of this project are numerous and include : <br /> • an additional 400 shelter spaces to help lower the current deficit ; <br /> • a safer facility from which elder services can be dispensed ; <br /> • a new emergency shelter that is in close proximity to both the main north - south <br /> and east-west evacuation routes ; <br /> 0 a more energy efficient facility ; <br />
