coordinate with the County Planning Director, who will jointly be responsible for making meeting <br /> arrangements and providing written notification at least seven (7) days prior to the meeting. <br /> 3 .2 The Staff Working Group (SWG) shall, at a minimum, meet twice a year ( I " week of February and 3 `d <br /> week of March each year in accordance with the Timeline Schedule (Appendix A) at the County <br /> Administration Building, unless re-scheduled by agreement) to set direction, formulate <br /> recommendations, review population and student projections, and discuss issues regarding coordination <br /> of land use and school facility planning, including such issues as development trends, school needs, co- <br /> location and joint use opportunities, on-site or off-site infrastructure improvements (e . g. roads, <br /> sidewalks and bikeways) needed to support schools and ensure safe student access, and the school <br /> concurrency process, including such issues as School Capacity and Level of Service Standards, school <br /> service area boundaries, and student generation multipliers. For consistency, student generation <br /> multipliers shall not be updated yearly but shall be re-evaluated on a periodic basis and updated to <br /> reflect long term trends . The SWG will also be responsible for preparing an annual assessment report <br /> on the effectiveness of the school concurrency system by March I " of each year. The County Planning <br /> Director will be responsible for making meeting arrangements and providing written notification at least <br /> seven (7) days prior to the meeting. <br /> 3 .3 The Elected Officials Oversight Committee (EOOC) shall, at a minimum, meet every year (2nd week of <br /> July each year in accordance with the Timeline Schedule (Appendix A) at the County Administration <br /> Building, unless re-scheduled by agreement) . The meetings will be opportunities for representatives of <br /> the County Commission, the City Councils, and the School Board to set direction, discuss issues, and <br /> reach understandings concerning issues of mutual concern regarding coordination of land use and <br /> school facilities planning, including population and student growth, development trends, school needs, <br /> off-site improvements, and joint use opportunities. The County Planning Director will be responsible <br /> for making meeting arrangements and providing written notification at least seven (7) days prior to the <br /> meeting. <br /> 3 .4 The Citizens Oversight Committee (COC) shall, at a minimum, meet annually ( Ist week of April) in <br /> accordance with the Timeline Schedule (Appendix A) to evaluate and provide input on public school <br /> planning and other school concurrency issues and activities. The County Planning Director will be <br /> responsible for making meeting arrangements and providing notification at least seven (7) days prior to <br /> the meeting. <br /> Section 4 Population and Student Enrollment Projections <br /> 4. 1 Population Projections: By January 31st of each year, County staff shall provide School District staff <br /> with population projections by TAZ (traffic analysis zones) . The SWG will meet in accordance with the <br /> Timeline Schedule (Appendix A) to consider these projections and to discuss and agree on population <br /> projections. <br /> 4 .2 The School District shall use the Department of Education (DOE) countywide student enrollment <br /> projections or a "Local Enrollment Forecast" approved by the School Board in preparing the School <br /> District' s Educational Facility Plan. The School Board may request that the DOE projections be <br /> adjusted to reflect the development trends and enrollment as measured by the Local Enrollment <br /> Forecast. In order to use the Local Enrollment Forecast instead of the DOE projections, the School <br /> Board must receive a waiver from the DOE . In formulating such a request, the School Board will <br /> coordinate with the Local Governments regarding future populations and growth .
