Comprehensive Plan Capital Improvements Element
Introduction
The Capital Improvements Element (CIE) summarizes the needed capital facilities identified in the
other comprehensive plan elements and describes the financial means by which these facilities are to
be funded. The fiscal condition of both the county and its comprehensive plan, as well as other issues
concerning capital improvement projects , are assessed in the analysis section of this element.
