Comprehensive Plan Transportation Element <br /> 27th Ave — South County Line to SR 60 <br /> 43rd Ave — Oslo Road to 16th Street <br /> For SIS/Florida Intrastate Highway System roadways, level of service `B" is adopted for <br /> rural areas , and level of service "C" is adopted for urban areas . <br /> POLICY 1 . 2 : Proposed roadway projects shall be evaluated and ranked in order of <br /> priority according to the following guidelines : <br /> a. whether the project is needed to protect public health and safety, to fulfill the <br /> county's legal commitment to provide facilities and services, or to preserve or <br /> achieve full use of existing facilities ; <br /> b . whether the project increases efficiency of use of existing facilities , protects <br /> interregional and intrastate functions of the Florida Intrastate Highway System, <br /> prevents or reduces future improvement cost, provides service to developed areas <br /> lacking full service, or promotes in-fill development; <br /> C . whether the project represents a logical extension of facilities and services within <br /> a designated urban service area; <br /> d . whether the project is the most cost effective alternative; and <br /> C . whether the project provides the least adverse impact to the environment of the <br /> options . <br /> POLICY 1 .3 : The county hereby adopts the transportation capital improvements <br /> program (TCIP) incorporated as Table 4. 9 . 3 and Table 4. 9 .4 within this element. This <br /> TCIP shall be reviewed and updated on an annual basis . <br /> POLICY 1 .4 : No development project shall be approved if the projected impacts of the <br /> project would serve to reduce service levels of any roadway on the traffic circulation <br /> system below the standards identified in Policy I . I . Conditions applicable to this policy <br /> are as follows : <br /> Development project shall be defined as any activity which requires issuance of a <br /> development order. This includes : comprehensive plan amendment, rezonings, <br /> site plan approval, preliminary plat approval, preliminary PD approval, DRI <br /> development order approval, preliminary PD approval, DRI development order <br /> approval, and building permit approval for single family structures. <br /> ° Projected project traffic shall be based on the application of ITE trip rates (Trip <br /> Generation, 5th Edition or subsequent editions), Indian River County trip rates, or <br /> applicant derived/county approved trip rates for the proposed use(s) to the project. <br /> Community Development Department Indian River County 129 <br />
