Comprehensive Plan Transportation Element <br /> Category 3 - 5 storm event. Clearance time is defined as the time required to clear the roadway <br /> of all vehicles evacuating in response to a hurricane or other severe weather event. <br /> There are three components of clearance time . These are mobilization time, travel time, and <br /> delay time . From a transportation system perspective, travel time and delay time are important, <br /> because those times are to a great extent dependent upon roadway characteristics . Figure 4. 3 <br /> depicts the principal evacuation routes in the County. <br /> With a maximum estimated clearance time of 10 '/2 hours for worst case conditions in the most <br /> severe storm event, the County' s clearance time is within the generally accepted standard of 12 <br /> hours . Recently, a SR AIA Corridor Study was done for the south part of the County' s barrier <br /> island, and that study addressed hurricane evacuation issues . Using conservative assumptions, <br /> that study confirmed that existing evacuation times were adequate. <br /> Since the last Regional Planning Council hurricane study update, several actions have been taken <br /> which enhance evacuation even more. Most importantly, the old two lane, movable span Merrill <br /> Barber Bridge was replaced with a four lane, high rise, fixed span facility. This has significantly <br /> improved barrier island evacuation travel and delay times . Also, improvements have been made <br /> to SR 60 west of I-95 to widen shoulders and reduce flooding, two improvements that should <br /> enhance evacuation. <br /> Community Development Department Indian River County 21 <br />
