The methods used for considering the resources and use <br /> of the library system were : <br /> 1 . Comparison to public library standards published by the Florida Library Association <br /> 2 . Comparison to two groups of peer libraries , Florida and national <br /> 3 . Mapping selected data <br /> These methods are described below . <br /> 1 . Library system resources and use were compared to the Florida Library Association <br /> Public Library Standards 2004. This tool uses a quality level for some of its quantitative <br /> standards to assist libraries and their governing bodies in setting library development <br /> goals . The three quality levels are : <br /> ■ Essential : Essential level standards define the basics of library service . Every full <br /> service library can and should offer them. <br /> ■ Enhanced : This level starts where Essential leaves off and offers expanded services . <br /> rr <br /> ■ Exemplary: Achieving this standard provides the highest and best service to the <br /> community. <br /> 2 . Peer library comparisons were used to evaluate the resources and use of the Indian River <br /> County Library — a peer group of Florida library systems and a peer group of public <br /> ,■, libraries from across the United States . <br /> ■ Florida peer group — four other library systems governed by a county commission and <br /> with the closest population sizes were used as a peer group . The statistics used are <br /> from the Florida Department of State, State Library and Archives , 2002 -03 Florida <br /> public library statistics database . Graphs showing Florida peer group statistics show <br /> each library' s statistic separately. <br /> Figure 2 : Florida Peer Group Used for Comparisons <br /> Population Number of Total Sq.
