3 <br /> Existing Facilities <br /> • The Main Library and the North Indian River County Library facilities are in good <br /> condition but cannot be expanded further at their present locations . Space is fully used at <br /> r. these libraries and any new service and the regular addition of newly available library <br /> materials requires reallocation of existing space and thinning of collections . <br /> rr <br /> • The library outlet at the Gifford Youth Center can be expanded to gain additional space . <br /> Local Opinion <br /> r. <br /> • Most member of the public , elected and appointed officials , library support group <br /> members , and library staff think additional public library space will be needed as the <br /> population of the county grows . <br /> '� • Most people interviewed believe that the town of Fellsmere and the Gifford Community <br /> should have local public library service because of economic and transportation issues in <br /> those two areas . <br /> • The South County area is also perceived to need local service . <br /> • A joint use public/community college library on the Indian River Community College <br /> '•" Muller Campus is thought by many to be desirable as a means of attracting improved <br /> higher education opportunities to the county as well as serving the public . <br /> • Most people believe the beach population is best served by libraries on the mainland and <br /> that it would be difficult if not impossible to locate a library on the island . <br /> • Library staff and members of the public suggest moving non-public service functions to a <br /> separate facility (from the Main Library) to provide additional public service space . <br /> Library Resources and Use <br /> Library collections , staffing, funding and other resources were compared to two peer groups : <br /> five library systems in Florida and 35 libraries from around the nation . Comparisons were <br /> rn also made to standards published in Florida Library Association Public Library Standards <br /> 2004. Those comparisons indicate that : <br /> • Indian River library funding is good by comparison to others . <br /> r. <br /> • Resources available to the public such as collections , hours of service , technology, <br /> staffing, and volunteers are either above or well above average for the two peer groups <br /> rr. and either at the Essential or Enhanced quality levels in the standards . <br /> Note : quality levels in the standards are Essential , Enhanced, and Exemplary . <br /> rr • Use of the library system ' s resources ranges from one below average (electronic visits) <br /> and one average to the remainder above or well above average in comparison to state and <br /> national peer groups (there are no Florida standards for the use measures discussed) . <br /> • These results indicate strong support for libraries and equally strong levels of use . <br /> r. <br /> Indian River County Library Master Facilities Plan 2004 - 2025 : Executive Summary <br />
