■■ 37 <br /> r. <br /> Section 3 - System Organizational Structure and Service Levels <br /> Organizational Structure and Service Levels Options <br /> Public libraries with multiple service outlets organize to provide services in a variety of ways . <br /> Organizational structure can be decided independent of decisions about service levels to be <br /> provided at libraries but these two concepts are usually related. <br /> Organizational Structure Options <br /> ■ Single library - The library ' s governing body operates one library facility . <br /> ■ Main or central library with branches - This is the model currently used in Indian River <br /> County . The Main Library houses administration and most of the support services and is <br /> larger than other locations . It is considered the major resource in the system . The two <br /> other sites , North IRC Library and the Gifford Youth Activities Center site , are <br /> �. considered branches . In some situations , branches are identified as falling within defined <br /> levels such as full- service , neighborhood, community, kiosk, special and so forth . Each of <br /> these terms refers to the type and scope of services available at the branch. <br /> ■ Regional libraries with or without branches - In this model , multiple comprehensive or <br /> central type libraries provide services to major areas of a system service area. There may <br /> also be branch libraries in the system and they may report to the regional library in their <br /> area. In instances of service to very large populations , there may also be a central or main <br /> library as well as a number of regional libraries . <br /> r. ■ Branch libraries only - There is no main/central or regional library in this model ; all <br /> branches report directly to administration and none of them is considered in a leadership <br /> role , regardless of size or services . <br /> , . While the second model above best describes the current situation in Indian River County, it <br /> does not fully reflect how the library system operates . The North IRC Library is more <br /> independently managed than is common in a main-with-branches structure . This stems from <br /> .�. the pre- 1986 situation when it was a separately governed library. The level of independence <br /> includes providing its own technical services and some of its technology systems services . <br /> The North IRC Library director participates in system-wide decision making as would any <br /> •• branch manager in a system but also has more independence regarding services planning and <br /> delivery than would be expected. This situation will not exist for any new library outlets <br /> established . <br /> rrr <br /> Service Levels <br /> Every public library cannot and should not provide the same range of services . For example , <br /> the New York Public Library includes both a premier research institution that is used by <br /> scholars from around the world and a system of branch libraries that provide local residents <br /> with public library service . In most parts of the country, scholarly research facilities are the <br /> purview of academic libraries and not undertaken by public libraries . <br /> Even in a public library such as Indian River County ' s the services available vary from <br /> location to location . Differences can be the result of many variables but most often are due to <br /> customer needs and resources available .
