46 <br /> Impact of Proposed and in -Process Residential Development <br /> Indian River County Community Development Report July 2004, Issue # 23 reports new <br /> commercial and residential projects . This information, along with census and state <br /> err generated statistics , is used by county planners to anticipate population growth in specific <br /> areas of the county. <br /> err According to this development information and conversations with county planning staff, <br /> areas of Indian River County that will be most impacted by residential growth over the <br /> next few years are : <br /> ■ South County — The greatest number of new residential developments are planned in <br /> this area. If everything that is planned is actually built, this area will be densely <br /> populated. Residential development is planned not only in the western portion of the <br /> area which now has no or little development, but also in and around the existing <br /> development in the eastern part of South County . <br /> ,,,,,, ■ North County — There will be growth in Sebastian as it annexes unincorporated areas <br /> and as building occurs on the many empty properties within the city limits . Fellsmere <br /> will also be affected by development because of the land recently annexed along I-95 <br /> err which is expected to be developed. Another growth factor in this area is renewed <br /> interest in Vero Lake Estates , located between Sebastian and I-95 . Lots here are most <br /> of the remaining inexpensive land in the county. <br /> "" ■ Mid County — Development is occurring north of Vero Beach and Gifford . There are <br /> one large and several smaller developments planned or in construction . <br /> ■ West County — The State Road 60 corridor will see some development, particularly <br /> south of 60 . There is a possibility of a large residential development west of I-95 and <br /> south of 60 in the South 98th Avenue area. Development is also projected for the area <br /> between 8th and 9th Streets SW . <br /> Looking at the county development possibilities , one can easily see how Indian River <br /> irr <br /> County could grow to the projected populations . Planned development, however, even <br /> when in the permitting process , does not necessarily equate to future homes with people <br /> living in them . Factors such as developers ' financial status and number of projects in <br /> process , national and state economic conditions , and interest rates make counting on <br /> residential development plans now on the table an uncertain business . Proposed <br /> developments cannot be ignored for purposes of this plan but planners should consider <br /> that some of this development may never occur. <br /> Library Service Areas and Population Projections for Each Area <br /> The municipalities and census designated places in Figures 38 and 39 are often discussed <br /> by county residents as being within one of the four areas of the county listed above . <br /> These geographic areas were modified to define library service areas : North County, Mid <br /> ■r County, South County, and West County. Service areas allow planners to identify more <br /> local needs than the county as a whole . The mostly unpopulated agricultural and ranch <br /> area in the western part of the county is not assigned to an area. The 2000 Census <br /> r. indicates 613 people live there .
