62 <br /> Factors Used in Defining Individual Library Space Needs <br /> Square footage needs for an individual facility that is part of a library system are based on <br /> err <br /> multiple factors : <br /> 1 . Assigned service level of the library/outlet <br /> 2 . Size and other demographics of the population that will be served <br /> 3 . Roles as identified by long-range services planning <br /> 4 . Organizational structure of the system <br /> 5 . Special services to be provided <br /> Each of these factors can increase or decrease proposed facility size . In a long-term plan such as <br /> this , the first two are most important and were considered in the recommendations . When service <br /> and building program planning is conducted closer to the time of anticipated development of a <br /> library/outlet , numbers three , four and five are more heavily considered . <br /> r. <br /> Locating Public Libraries <br /> A number of factors must be considered as potential locations for public libraries are identified <br /> and reviewed . Checklist of Library Building Design Considerations , by William W . Sannwald, <br /> provides an in-depth list of questions to help in the decision process (Appendix Four). The list <br /> asks questions in five areas : <br /> ■ General conditions — questions focus on convenience for the service population , <br /> affordability, visibility from the street, zoning , likely enhancement of and <br /> architectural fit with the area. Of these , the most important for assuring future use are <br /> visibility and convenience . Public libraries must be visible from a major roadway if <br /> they are to be fully utilized . They must also be conveniently located for the service <br /> population . Cost is , of course , a major factor in construction planning . <br /> ■ Attractors/detractors — questions focus on acceptance by the service population of the <br /> location, proximity to people attractors such as commercial and other activities , <br /> impact on use , safety, and appropriateness for a library. <br /> irr <br /> The importance of proximity to other services and activity cannot be stressed enough . <br /> Going to the public library is often not a single -destination trip but rather a stop on <br /> the way to or from somewhere else . Common attractors near which a library can be <br /> located and that are known to contribute to interest in using a library are : <br /> • Retail/commercial businesses <br /> Civic , community, or cultural centers <br /> • Health care centers such as clinics <br /> Recreation facilities <br /> • Other government services <br /> • Schools <br /> Indian River County Library Master Facilities Plan 2005 - 2025 <br />
