71 <br /> ■ Other property in Fellsmere or outside city limits <br /> Issues <br /> A new facility could be built on a location in the city limits of Fellsmere or in the <br /> unincorporated area closer to the newly annexed but as yet undeveloped area of <br /> the city . <br /> • This option allows the county to secure an adequately sized site <br /> Recommendation : Fellsmere <br /> Option 2 — Renovate some of the old Fellsmere school space into a special service <br /> branch library targeting the needs of families. <br /> West County <br /> Figure 45 shows West County as having the lowest population of the four library service areas <br /> but it is difficult at this time to accurately determine what the eventual population will be . <br /> Development is planned and should bring in even more people than indicated in the chart . <br /> County staff has been working towards establishing local service there through a joint use <br /> public/academic library. <br /> Indian River Community College , Mueller Campus is located in West County. The Board of <br /> County Commissioners gave permission to staff on December 2 , 2002 , based on a November 2 , <br /> 2002 recommendation from the Public Library Advisory Board, to pursue discussions about a <br /> joint use public/academic library on this campus . It is located in the S . R . 60 corridor between <br /> 58th and 66th Streets ; access is from 58th St. via College Lane . Discussions about such a library <br /> have been taking place off and on for a number of years and as long ago as mid 1998 when the <br /> Public Library Advisory Board recommended a west county library to the County Commission . <br /> Joint community college-public libraries have been successful in Broward, Pinellas , Martin , and <br /> St . Lucie counties in Florida. The Martin and St. Lucie libraries are partnerships of those <br /> counties and the Indian River Community College . In addition to serving local residents with <br /> public library needs and academic services at the community college level , some residents and <br /> officials believe a similar library in Indian River County will help support efforts to bring a <br /> rir <br /> branch of Florida Atlantic University to the county. <br /> Joint use libraries are attractive to government agencies and taxpayers because they offer a way <br /> to meet two needs within one building . Sharing construction and operational costs between two <br /> entities serves two main purposes : first, it allows each entity to have more space than it could <br /> afford on its own , and second , it allows lower construction ongoing costs than if two separate <br /> buildings were used . These benefits are achieved only if sharing of costs occurs . If one agency <br /> contributes significantly more than the other, the benefit is one sided and may not be the best <br /> approach to service delivery for that agency. <br /> �r. <br /> Indian River County Library Master Facilities Plan 2005 - 2025 <br />
