Best <br /> Option 2 — Build a full service branch library on or close to Oslo Road between <br /> 271h Avenue SW and 43rd Avenue SW (west of South County Park). <br /> ri. <br /> Acceptable <br /> Option I — Build a full service branch library at South County Park, Oslo Road <br /> and 20th Avenue SW. <br /> Island <br /> Almost all interviewees and focus group participants believe that a public library facility is not <br /> needed on the island . The three bridges are thought to provide ready access to the libraries on the <br /> mainland . The island population is primarily retirees who can afford a year-round or seasonal <br /> home on expensive beach property. There are some families with children , however, and <br /> grandchildren come to visit . The 850 students of the St . Edwards schools use their school <br /> libraries during the school day . <br /> The density of registered library cardholders is at the medium to high level in the Vero Beach, <br /> South Beach , and Wabasso sections of the island . Density is much less in Indian River Shores , <br /> Orchid, and North Beach . <br /> r <br /> Travel times from the island to the two existing full service libraries are within the Florida <br /> standard of 20 minutes except for those very close to the St . Lucie County line . Bus service is <br /> available but very limited . Residents travel to the mainland for almost all retail purchases , <br /> including groceries . <br /> The need for an on-island library service is not strongly supported when residents ' adequate <br /> personal transportation , availability of free time , and proximity to mainland libraries is <br /> considered .
