Fund . The County Commission has received notification that the County has <br /> been allocated $ 18 ,018 in funding to be used for programs in IRC . This <br /> allocation is a one time award and will not reoccur. <br /> It has been established that there is a need for a program and funding in our <br /> community to help fund the Adult Drug Court clients who have no resources to <br /> pay for their initial assessment, treatment or drug testing . Any adult found in <br /> violation of a controlled substance has the option of attending Drug Court if they <br /> meet drug court participation criteria . Following a substance abuse evaluation to <br /> establish program eligibility, the client must adhere to the following which <br /> includes : <br /> • Attending court each week, <br /> • Attending and actively participating in counseling and treatment, as directed <br /> • Submitting to routine random drug screens . <br /> A client must actively participate for a minimum of one year, but no longer than <br /> two years . Upon successful completion of this program , the charges are dropped <br /> from their record . <br /> This program is designed for people who want to make a change . Some <br /> prospective adult participants opt out of Drug Court due to the cost involved in <br /> drug screening and treatment. The Drug Court Team is made up of <br /> representatives of the Mental Health Association , Breakthrough Recovery, <br /> Recovery Associates , the State Attorney' s Office , the Public Defenders Office , <br /> the Indian River County Sheriffs Office, Vero Beach Police Department, <br /> Sebastian Police Department, the Clerk of the Courts and the Substance Abuse <br /> Council . This team would make the decision as to which adults would benefit <br /> most from this funding . <br /> The Board of County Commissioners has expressed an interest in utilizing <br /> this $ 18 ,018 in funding for adults who are interested in participating in the Drug <br /> Court program but cannot afford these services . Colette calculates that <br /> approximately 15 adults would benefit from these funds . Colette said "no one <br /> gets rich ". There is a 48 month window for the use of these funds . <br /> The following concerns were raised and recommendations ensued . <br /> There was some apprehension concerning the length of time the program funds <br /> can be utilized and the suggestion was to not limit Indian River County to a 12 <br /> month period , but to open the window to the 48 month maximum allowed . <br /> Additionally, there was discussion on the types of clients that would be <br /> eligible to receive these funds . No client that has or had a DUI in their history <br /> would be allowed to utilize these funds . A motion was made and seconded to <br /> recommend to the Board of County Commissioners that these funds be utilized <br /> for the Adult Drug Court program . That we request the maximum allowed window <br /> of 48 months for the grant funding and that no client that has or had a DUI in their <br /> history would be allowed to utilize these funds .
