< a <br /> AGREEMENTFOR <br /> ACTUARIAL VALUATION SERVICES FOR OTHER <br /> POST EMPLOYMENT BENEFITS <br /> This Agreement for Actuarial Valuatio Services for Other Post Employment <br /> Benefits ("Agreement" ) is entered into thimay of September, 2007 , by and between <br /> Indian River County , a political subdivision of the State of Florida , 1801 27`h Street, <br /> Vero Beach , FL 32960 (" County" ) and Gabriel Roeder Smith & Company , a Michigan <br /> corporation , 301 E . Las Olas Boulevard , Suite 200 , Fort Lauderdale , FL 33301 -2254 <br /> ( "Actuary") . <br /> BACKGROUND RECITALS <br /> A . Pursuant to current Governmental Accounting Standards Board (" GASB") <br /> Statements 43 and 45 that establishes standards for the measurement , <br /> recognition , and display of Other Post Employment Benefits (" OPEB") expense <br /> and related liabilities , the County issued a Request for Proposals for independent <br /> actuarial valuation services . <br /> B . Pursuant to applicable Florida law and the Request for Proposals , the County ' s <br /> duly-constituted Actuarial Selection Committee received proposals and ranked <br /> the firms that responded to the Request for Proposals based on the evaluative <br /> criteria set forth in the Request for Proposals . <br /> C . Actuary was the highest ranked respondent to the Request for Proposals and on <br /> July 24 , 2007 , the County approved the Actuarial Selection Committee <br /> recommendation to appoint Actuary to provide the independent actuarial <br /> valuation services set forth in the Request for Proposals and this Agreement. <br /> D . Actuary is willing and able to perform the independent actuarial valuation <br /> services as set forth in this Agreement on the terms and conditions set forth <br /> below. <br /> E . The County and the Actuary wish to enter into this Agreement for independent <br /> actuarial valuation services as set forth below . <br /> NOW THEREFORE , for good and valuable consideration , the receipt and <br /> sufficiency of which is hereby acknowledged , and intending to be legally bound hereby , <br /> the parties hereby agree as follows : <br /> 1 . DESCRIPTION OF COUNTY PLAN The plan descriptions are set forth in <br /> Exhibit "A" attached hereto and incorporated herein by this reference in its entirety <br /> ("County Plan <br /> 1 . 2 . COUNTY PLAN DATA. The County agrees to provide complete , accurate , and <br /> internally consistent County Plan data and information ("County Data ") promptly upon <br /> 1 <br />
