ALSO <br />PRESENT WERE NEIL NELSON, ASSISTANT COUNTY ADMINISTRATOR: L. S. <br />"TOMMY" THOMAS, INTERGOVERNMENTAL COORDINATOR; GEORGE G. COLLINS, SJR., <br />ATTORNEY TO THE BOARD OF COUNTY COMMISSIONERS: .JEFFREY BARTON, <br />FINANCE OFFICER: AND VIRGINIA HARGREAVES, DEPUTY CLERK, <br />THE CHAIRMAN CALLED THE SPECIAL MEETING TO ORDER AND <br />ANNOUNCED THAT THE FIRST ITEM ON THE AGENDA OF THIS SPECIAL MEETING <br />WAS A DISCUSSION IN REGARD TO THE FINANCING OF THE COUNTY ADMINIS- <br />TRATION BUILDING. <br />INTERGOVERNMENTAL COORDINATOR THOMAS REQUESTED GEORGE BLAND <br />OF WILLIAM R. HOUGH & CO. TO EXPLAIN THEIR PROPOSAL FOR THE FINANCING <br />OF THIS PROJECT. <br />MR. BLAND INTRODUCED WILLIAM HOUGH, PRESIDENT OF WILLIAM R. <br />HOUGH & CO., ARNOLD SCHNEIDER AND MR. WECHTER, A NEW MEMBER OF THEIR <br />ORGANIZATION. MR. BLAND INFORMED THE BOARD THAT WHEN MR. SCHNEIDER <br />WAS HERE TWO WEEKS AGO, THEY NEEDED ADDITIONAL INFORMATION FOR THE <br />OFFICIAL DISCLOSURE STATEMENT, AND THEY NOW HAVE ALL THEY NEED AT <br />THIS PARTICULAR JUNCTURE. MR. BLAND THEN REVIEWED SOME OF THE <br />FINANCIAL NUMBERS AND SITUATIONS EXISTING IN THE UNITED STATES TODAY <br />AND DISPLAYED A CHART SETTING OUT THE FOLLOWING INFORMATION: <br />INFLATION AT ANNUAL RATE OF 20%. <br />MONEY RATES TRYING TO CATCH UP WITH INFLATION. <br />UNCERTAIN GOVERNMENT INFLATIONARY PROGRAM. <br />INVESTORS DON'T WANT TO GET LOCKED INTO LONG TERM - RATES <br />COULD GO HIGHER. <br />LENDERS DON'T WANT TO GET LOCKED INTO LONG TERM - RATES <br />COULD GO LOWER. <br />MAR 121980 $0° 42. p <br />
