Wednesday, November 4, 1981 <br />The Board of County Commissioners of Indian River <br />County, Florida, met in Special Session on Wednesday, <br />November 4, 1981, at 5:00 o'clock P.M. at the Vero Beach <br />City Hall Council Chambers, 1053 20th Place, Vero Beach, <br />Fla. Present were Patrick B. Lyons, Chairman; William C. <br />Wodtke, Jr., Vice Chairman; Dick Bird; Alfred Grover <br />Fletcher; and Don C. Scurlock Jr. Also present were Neil A. <br />Nelson, County Administrator; George G. Collins, Jr., <br />Attorney to the Board of County Commissioners; Finance <br />Officer Jeffrey K. Barton; and Deputy Clerk Virginia <br />Hargreaves. <br />_ The Chairman called the meeting to order and announced <br />that the Director of Veterans Services, Jerry Cook, was <br />present to answer questions raised at the last hearing. <br />PRESENTATION RE NEED FOR ADDITIONAL ASSISTANT FOR VETERANS <br />SERVICE OFFICER <br />Veterans Service Officer Jerry Cook came before the <br />Board to defend his request for a second assistant. He <br />stated that his request for a third man was carefully <br />thought out between himself, the County Administrator and <br />his staff, and all the ramifications of lean times were <br />considered. Mr. Cook went on to explain that the sole <br />reason for the existence of his office is to assist the <br />veteran, his wife, widow, children, etc., in the <br />procurements of their rights, and his staff serves as the <br />in-person go-between between the veteran and the vast <br />bureaucracy. Mr. Cook commented that although his office <br />generally is not considered a revenue producing entity, they <br />successfully processed claims for veterans which resulted in <br />obtaining over $526,000 tax free monies to be circulated <br />within our economy.
