4 RESOLUTION NO. 90- 183 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, APPROVING THE TRANSMITTAL OF PROPOSED <br />AMENDMENTS TO THE INDIAN RIVER COUNTY COMPREHENSIVE PLAN TO <br />THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR THEIR <br />REVIEW <br />WHEREAS, the Board of County Commissioners adopted the Indian <br />River County Comprehensive Plan on February 13, 1990, and <br />WHEREAS, the State of Florida Department of Community Affairs <br />issued a statement of intent to find the Indian River County <br />Comprehensive Plan not in compliance on April 9, 1990, and <br />WHEREAS, the Board of County Commissioners on September 26, <br />1990 approved a compliance agreement between Indian River County <br />and the Department of Community Affairs, which compliance agreement <br />specified remedial actions designed to bring the county's plan into <br />compliance, and <br />WHEREAS, the Board of County Commissioners directed staff to <br />initiate comprehensive plan amendments to accomplish the remedial <br />actions specified in the compliance agreement, and <br />WHEREAS, the Board of County Commissioners authorized the <br />intervenors of the comprehensive plan administrative hearing <br />process to submit comprehensive plan amendment applications for <br />consideration concurrent with the remedial actions amendments, and <br />WHEREAS, the county received comprehensive plan amendment <br />applications during its July 1990 amendment submittal window, and <br />WHEREAS, the Local Planning Agency held a public hearing on <br />all comprehensive plan amendment requests on November 15, 1990, <br />after due public notice, and <br />WHEREAS, the Local Planning Agency recommended approval of <br />these comprehensive plan amendments except for # 2.a.2, 2.f, and <br />2.g. as listed in this resolution to the Board of County <br />Commissioners, and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County held a Transmittal Public Hearing on December 11, 1990, <br />after advertising pursuant to F.S. 163.3184(15)(b)(1), and <br />WHEREAS, The Board of County Commissioners announced at the <br />transmittal public hearing its intention to hold and advertise a <br />final public hearing at the adoption stage of the plan amendments. <br />
